Our Beating Heart

The Latin root of the word courage is “cor” meaning heart and to tell the story of who you are with your whole heart. Missions are often born from experiences outside our control that shape us into who we’re meant to become. It’s in those moments that we find our “Why” and the beating heart behind our purpose.

This is our courageous, whole-hearted story.

2008

4th Sector’s Founder, Dr. Dev Kalyan, took the United States Navy Officer oath to begin his career of service.

2011

Dr. Kalyan entered active duty as a Medical Officer in the United States Navy.

2013

As a Neurology Resident at Walter Reed NMMC, Dr. Kalyan was diagnosed with an ophthalmopathy that was treated with high dose intravenous steroids, radiation to his skull/orbits & 2 surgeries to break the bones around his eyes.

2023

January 2023, Dr. Kalyan founded 4th Sector to facilitate re-designing the system around the voice of the patient, their caregivers, care providers & staff.

2016

After 3 years of complications, Dr. Kalyan was fortunate to escape blindness but his condition ended his Navy Medical career.

He began navigating the complex process of becoming a designated Service-Disabled
Veteran.

For the past 25 years, Founder and CEO Dr. Dev Kalyan and our leadership team have been creating the infrastructure, culture, and operational workflows needed to continuously improve how care and benefits are delivered and meet the needs and preferences of those we serve. Dev's early career experiences as an NIH Research Fellow serving the Office of the Director of the NIH in designing a new framework for Ethical Review of Human Subjects Research in Quality Improvement Activities and as the first Duke/NIH Roadmap Fellow assessing how to best federate the data infrastructure for claims, clinical and administrative datasets across large health systems shaped his decorated career of service as a Navy Medical Officer.

Since transitioning from Active Duty, Dev and the 4th Sector leadership team have partnered with the leading systems integrators, management consultants, and health services contractors serving the Federal Health Sector to support C-level Executives across the Department of Veterans Affairs, Defense Health Agency, Military Health System, and the health care bureaus of the National Security and Intelligence communities. We are experts in the Govcon industry with unmatched experience in the JV Strategies and M&A processes that create successful startups across the Fedhealth industry.
